Watford was created as a borough under the Local Government Act 1894 and became a borough by charter grant in 1922. The borough had 90,301 inhabitants at the time of the 2011 census. The borough is separated from Greater London to the south by the urbanized parish of Watford Rural in the District of Three Rivers. The Watford subdivision of the Greater London Borough, which includes most of the surrounding areas, had a total population of 120,960 at the 2001 census. Watford City Council is the local authority with a directly elected mayor as head. Origin
There is evidence of some limited prehistoric occupation around the Watford area, with some Celtic and Roman finds, although there is no evidence of settlement prior to the Anglo-Saxon period. Watford stands on a low hill near the point at which the River Colne was forded by travelers along an ancient path from the southeast (London area) to the northwest (Midlands) - reaching to the Gade valley and thence the Bulbourne valley to the low and easily crossed district of the Chiltern Hills near Tring. The main street of Watford follows the line of this route. The city probably originated as a series of buildings on the north side of this ford. It was located on the first dry land above the swampy edges of the River Colne. The name Watford may have arose from the Old English for "waet" (full of water - the area was swampy), or "wath" (hunt) and ford. Abbey of St Albans claimed the rights to the manor of Cashio (then called "Albanestou"), which included Watford, dating from a grant by King Offa in 793 AD. e.
Early history
The city was home to the Scammell Truck Plant from 1922 until its closure in 1988. The site is now a residential area. Tandon motorcycles, founded by Devdutt Tandon, were also manufactured by Colne Way, Bypass, Watford from 1947 to 1959. Models included the Import, Milemaster, Superglide and Kangaroo.

The £6bn proposals are, in part, designed to ease congestion at Euston station and allow for its redevelopment ahead of the completion of HS2 between London and the West Midlands. The proposals would connect the Watford Junction and other suburban stations such as Harrow and Wealdstone, Hemel Hempstead, Berkhamsted and Tring to Crossrail and City and Canary Wharf via Old Oak Common in West London. Therefore, it would not be necessary to change in Euston to get to these areas. Proposals would in theory reduce the travel time from Watford Junction to Liverpool Street to just 37 minutes and from Watford Junction to Canary Wharf to just 43 minutes.
A scheme to introduce light rail to Watford was conceived in 2009 when it was proposed that the Abbey Line be converted to tram service and run by Hertfordshire County Council. The project was canceled due to complications and the expense of transferring the line from the National Railroad to the county council.
In 2008 a proposal was made that Regional Eurostar services could be flown via Watford to Paris via Kensington Olympia. In 1999, the Ad Hoc Committee on Environment, Transport and the Regions received the view that Watford was "well positioned to become an integrated transport hub", and it recommended that "services from Watford to Paris begin as soon as possible". The Regional Eurostar scheme ultimately ended in nothing and was put on hold indefinitely.

Education
The earliest records of teaching at Watford are of a teacher named George Redhead in 1595, and of the Free School receiving an annual donation of £10 in 1640. The school consisted of "rooms over two buildings belonging to the Church Estate, the closest graveyard". In 1704 Elizabeth Fuller of Watford Place built a new Free School for forty boys and twenty girls on her land next to the churchyard, with rooms for the master and mistress. In the mid 19th century the registered schools in Watford were Fuller's Free School, by now in disrepair, and separate boys and girls St Mary's National School in Church Street. All elementary education offered.
Budget elementary schools began to appear in the 1860s and 1870s. The Free School closed in 1882 and its endowment contributed to the founding of the Watford Endowed Schools, which provided a secondary education and collected fees. After these schools, now called Watford Boys' High School and Watford Girls' High School, moved to new locations in 1907 and 1912, the building housed Watford Central School, which taught pupils up to the age of 14.
In 1922 St. Mary's National Schools closed and the site is now a car park. The London Orphanage, later Reed's School, was located near Watford Junction station between 1871 and 1940. The buildings are now Reeds' housing estate off Orfanage Road.
All public elementary schools in Watford are coeducational. Under the earlier system, schools were divided into kindergartens, covering Admission and Years 1 and 2, and elementary schools, covering Years 3 to 6. Most of these schools combined to create Junior Mixed Kindergartens or (equivalently) elementary schools, and all new schools are of this type.
